Puerto Rico’s Police Chief Sued by ACLU for Obstructing Freedom of Expression

The American Civil Liberties Union (ACLU) is suing Puerto Rico’s Police Chief and Justice Secretary in order to stop the enforcement of a new public safety law that the organization says violates everyone’s right to freedom of expression.

The new public safety law, according to the Washington Post, was approved by Puerto Rico’s Governor Luis Fortuno, restricts certain type of public protests and is accompanied by stiff prison sentences.

The ACLU is seeking a ‘permanent injunction’ to stop Justice Secretary Guillermo Somoza from enforcing this law, which is due to go into effect on September 1, 2012.

The ACLU has already filed a lawsuit against Puerto Rico’s police force alleging excessive use of force and “is steeped in a culture of unrestrained abuse and near-total impunity.”

A report, ‘Island of Impunity: Puerto Rico’s Outlaw Police Force’, documents the brutality and shortcomings of the second largest police department in the United States with more then 17,000 police officers.
