Translator an engineer Vadim K. Ilyin obtained Soviet so-called “Blue Folder”-KGB documents on UFOs that were taken off the security list in October 1991. Copies are kept by the Russian Geographical Society’s Ufological Committee. The existence of UFOs was frequently confirmed by the Soviet military. UFOs were observed from the ground, sea, air, and on radar.

The “Blue Folder” describes a 1984, UFO encounter in the Turkestan Military District. Anti-aircraft defense systems near Astrakhan “tracked” a UFO flying the Caspian Sea coast at an altitude of 2000 meters. It did not respond to interrogations and its shape resembled a sphere. Two fighters were scrambled and fired at a sphere shaped object as it descended to -300 feet making further firing by the fighters impossible and all attempts to shoot the UFO down failed.
When the UFO approached the town of Krasnovodsk, a helicopter was scrambled to make an attempt to shoot the intruder down, but the UFO quickly climbed and hovered at the altitude that was inaccessible for the helicopter. After the pilots had spent all their ammunition the helicopter descended for landing, the UFO headed toward the open sea and disappeared from radars
