Incentives matter – as eluded to by Bob Hupp that is true to the institutions of policing (and religion) – both worlds in which he has personal experience.

In this interview by Carolinas Cop Block founder Clyde Freeman, Hupp outlines how actors in such institutions have an incentive first to perpetuate their own existence, to overlook or even justify the wrongdoings they see or even take part in, to deter criticism.

Partaking in such behavior means such folks are not open-minded and in fact, will unthinkingly or knowingly fail to consider alternative paradigms -such as in the case of policing. Specifically, the fact that the demand for security and protection could be provided better when there are choices and not one sole provider, as is the case today – which operates based on a flawed foundation: that certain actions wrong for you or me are “legitimate” for its actors.

While working on a story not too long ago in Winston-Salem, http://www.copblock.org/23420/recruitblock/, I ran into an interesting gentleman who stopped to inquire what we were up to. Bob Hupp said he had been a police officer for about 14 years and had spent about 14 years in the church as a parish pastor. He explained most of his life had been working in some sort of institution and he had interesting perspectives and insight into the institutional mind-set of obedience.

He also offers some criticism of Cop Block, preferring more dialogue than what he sees as confrontation.
