A HI-tech mapping system will be used to identify and prosecute homeowners who refuse to register their septic tanks.
Local authorities will be able to pinpoint the number of homes in each square kilometre of the state, and check to see which have registered their systems.
Some 500,000 domestic wastewater treatment systems are believed to be located across the country, and most (82pc) are registered.
However, some 90,000 households have refused to sign up, and face the prospect of being inspected and fined up to €5,000 for not registering.
The Irish Independent has learned that local authorities will shortly begin identifying these homes using data compiled by the Environmental Protection Agency (EPA).
It has produced maps of each county identifying water sources including rivers, lakes and groundwater which are most at risk of pollution.
The maps can be produced to cover an area of just one square kilometre.
