Inmate Says New Incarceration Data Faulty
Although a recent report from The Sentencing Project finds that the incarceration rate of white men and women rose from 2000 to 2009, while the incarceration of African-American men and women dropped, a current African-American inmate in the Federal Bureau of Prisons (FBOP) contends the information is inaccurate and is a result of fraudulent activity.
The report attributes falling crime rates, changes in drug sentencing laws and mandatory sentencing, changes in the types of crimes being committed by different demographics, and socioeconomic changes to the shift in incarceration rates between the different ethnic groups and genders.
While that may appear to be good news to the community, there may be something that the report isn’t calculating and that is the number of incarcerations that are fraudulently being entered into the system as “White,” but are actually Hispanic or — get this — African-American men! Last week, I received a letter from radio show host Lulabee, who received an email from an inmate that made her do some research into the alleged fraudulent activity that is transpiring in the Bureau of Prisons. Pursuant to the Bureau of Prisons Program Statement 1210.21. I am requesting the office of Internal Affairs (O.I.A.) conduct an investigation in accordance with the standard of Employee Misconduct Program Statement 551.90.”Discrimination against Inmates” based on Race in conjunction with violations of Federal Laws Title 18 U.S.C. 1001 (a) Fraud and False Statements, and Title 18 U.S.C. 371 Conspiracy to commit offense or to defraud the United States.
The Warden has a implemented a system that requires Executive Staff, and Unit Team members alike to falsify, conceal and cover up the mass increase of illegal immigrants by listing them in “Sentry” as White Legal Americans. When in fact they are Illegal immigrants with Hispanic Sur Names. These fraudulent entries in the sentry system is created to conceal the racial Imbalance of Hispanics being 10 to 1 in favor of Hispanics. Warden Gutierrez continues to engage in this unethical and reckless conduct in an effort to disrupt the orderly running of the institution by putting African American Inmates in comprisable situations where there safety and security could easily be in jeopardy. morehere
