Arizona House Public Safety, Military and Regulatory Affairs Committee have introduced HB 2555 mandating that teachers, teacher’s aides, professors and certain health professionals report “potentially dangerous students” to the police if they believe that the student is a threat to themselves or others.
Representative Eddie Farnsworth warned that there would be reporting by teachers on “kids who aren’t a real danger.”
Representative John Kavanagh, sponsor of the bill, claims that this is a “measure intended to get help for people with serious mental illness, not get them arrested, and keep potentially violent people from falling through the cracks. This bill does not require that anyone be arrested. The only thing that this report will trigger is a trained police officer.”
The Department of Health Services will dispense informational leaflets o school officials which outline behaviors to monitor so that those students that could become a threat can be identified.
Kavanagh is also pushing HB 2158 which amends current state law to empower the police to detain an individual who has been identified as a danger to themselves or others without having observed the behavior themselves.
Marietta Public Schools in Atlanta, Georgia have installed “panic buttons” that will allow school officials to immediately contact the police should a problem arise. David Baldwin, officer for the Marietta Police Department said: “Once that happens, we send everybody we have to that school until we can determine what the exact cause of the threat is.”
Orange Beach Elementary in Alabama have also installed panic buttons to be handed out to teachers and staff members so they can reach the police in a state of emergency.
The SAFE System has been introduced into certain public schools for the purpose of alerting authorities to medical emergencies, bullying, fighting and weapons.
SAFE was installed in Georgia public schools to “protect students and teachers by instantly notifying the proper authorities when a crisis may occur in the classroom. Video cameras connected to the network provide a live feed from the site and monitoring stations assure that first responders know exactly what is going on behind closed doors. This real-time information is accessible across the Internet, delivered to computers, laptops, smartphones or tablet devices, so critical decisions can be made to prevent tragedies.”
The Department of Homeland Security (DHS) have formed school safety measures, allocated federal funding for such measures and training to teach school officials and bus drivers to the vulnerabilities concerning school campuses.
The Federal Emergency Management Agency has formed the Homeland Security Grant Program (HSGP) will be used to purchase “equipment, training, and other efforts to support school security.”
The FEMA Corps, a.ka. AmeriCorps National Civilian Community Corps (NCCC) who trains citizens to be the civilian army for the US government, works with the DHS school safety measures and train under the Corporation for National and Community Service (CNCS) and are leaders at FEMA’s Center for Domestic Preparedness.
The CNCS is a federal agency that “engages more than five million Americans in service through Senior Corps, AmeriCorps, and Learn and Serve America, and leads President Obama’s national call to service initiative, United We Serve.”
They utilize local communities for the sake of public-private partnerships to rework the structure of those communities to serve the needs of the federal government. By implanting pro-government propaganda, using rural resources for the benefit of private sector corporations under the guise of “fostering civic engagement”, the CNCS revisions the American landscape to reflect their agendas as directed by the US government.
DHS, FEMA and NCCC are working with public school districts under the US Department of Education (DoE) to develop safety guidelines and make sure they are adhered to under the Incident Command System (ICS) for schools.
The course outlines:
• Familiarizing you with how ICS principles can be applied in school-based incidents.
• Preparing you to interface with community response personnel
The Secret Service and the DoE have established the Incident Command System that specifics certain student behavior that should be monitored and focuses on prevention of possible acts against the establishment.
In 2002, a study on school shootings and other such attacks was performed with the assistance of the DoE. School violence was analyzed as far back as 1974 through 2000 with 37 incidents involving 41 students. Records were provided by the police, schools and courts; including interviews with several school shooters. The focus of the study was to identify preemptive communication and behaviors to monitor with the “goal to identify information about a school shooting that may be identifiable or noticeable before the shooting occurs, to help inform efforts to prevent school-based attacks.”
According to the study these attacks are preventable with students participating in those prevention efforts. The Secret Service and the DoE revised the Secret Service Threat Assessment “approach for use in schools – to give school and law enforcement professionals tools for investigating threats in school, managing situations of concern, and creating safe school climates.”
