The San Antonio branch of the Federal Emergency Management Agency (FEMA) has developed a multi-layered national training program with the BCFS Health and Human Services’ Management Division (BCFS EMD) that allocated “specific, realistic tools to enable states to develop inclusive emergency plans for the ‘whole community’.”

With the advent of Hurricane Ike, BCFS EMD became “the single largest medical task force” mobilized by FEMA. They provided “all medical staffing, shelter management staffing, security, specialized food services, transportation, durable medical equipment, showers and toilets, badging, mobile communications, and all other supplies needed to operate fully functional shelters for persons with significant physical, medical and mental health needs.”

BCFS EMD operates out of Texas with offices across the nation which makes this partner to FEMA integral in controlling populations during disasters. In the 2010 FEMA document entitled, “Guidance for the Integration of Functional Needs Support Services in General Population Shelters”, outlined the federal government’s contingency plans that were expected to be incorporated into existing shelter plans state by state with an expressed focus on the elderly and children. When developing a “planning effort” which would be applied to “urban, suburban and rural localities” children must have rights on par with adults as defined by the US government.

By designating tiers of importance, resources can be properly disseminated which would maximize the services provided by the US government to victims of disasters.

FEMA has recognized that their planning schemes must encompass the entirety of the nation by designating America as a “whole community” wherein planning positions are to be created “to serve the needs of all residents and communities in their jurisdiction.”

The 2011 FEMA report entitled “Planning For the Whole Community” expressed a necessity for federal definitions of the strengths and assets of private sector corporations, communities, institutions and social processes by which emergency management plans can be carried out.

Identifying disabilities of residents of communities is a strong focal point for FEMA to have the opportunity to gain encompassing control over a disaster situation. This includes:

• Hearing
• Mobility
• Vision
• Speech
• Cognitive, Intellectual and Mental Health
• Health Maintenance

The dispensation of the continental US into region sections for better control during a disaster situation.

BCFS EMD has contractually partnered with:

• The Department of Health and Human Services
• The Department of Homeland Security
• The Federal Emergency Management Agency
• US Border Patrol
• The Department of Justice
• The Department of Labor
• State of Texas
• State of Washington
• State of Nevada
• State of Main
• City of Los Angeles, California

The BCFS EMD anticipates that “all emergencies begin locally” and that federal agencies must conduct a community assessment to engage planning schemes critical to stabilization of disaster situations and “critical steps [that will save] . . . lives will be needlessly lost.”

FEMA’s 2010 Comprehensive Preparedness Guide (CPG) is a step-by-step tool designed to make developing emergency planning by the federal government easier with the “whole community” in mind.

On August 13th a new class of 231 FEMA Corps members graduated to assist the US government in future disaster preparedness whether state sponsored or natural. These members trained with at the Corporation for National and Community Service (CNCS) and will be leaders at FEMA’s Center for Domestic Preparedness where they will be assigned specific roles ranging from community relations to Disaster Recovery Center support.

The CNCS is a federal agency that “engages more than five million Americans in service through Senior Corps, AmeriCorps, and Learn and Serve America, and leads President Obama’s national call to service initiative, United We Serve.”

They utilize local communities for the sake of public-private partnerships to rework the structure of those communities to serve the needs of the federal government. By implanting pro-government propaganda, using rural resources for the benefit of private sector corporations under the guise of “fostering civic engagement”, the CNCS revisions the American landscape to reflect their agendas as directed by the US government.

The FEMA trainees are the manifestation of a promise made by Obama during his first term as US President wherein he created an initiative that would employ citizen battalions of government trained Americans, ages 18 – 24, to serve with the federal government in a new generation of emergency managers. In 2009, Obama said that: “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”
