Child Found With Dead Chicken Around Neck, Handcuffed & Cold (Video)

A sickening story of abuse but what is more disgusting and should concern every feeling human being is that one of the abusers of the 11-year-old foster child, works for the Department of Social Services,which regulates the state’s foster care program, in Union County, North Carolina.
The child was found shackled to the porch with a dead chicken hanging from his neck.
When I first read and saw the title of the Paul Begley video below, I actually mimicked him with the “are you serious, whaaaaat???”
Dorian Lee Harper and his wife, Wanda Sue Larson have been arrested and four foster children removed from the couple’s custody.
