Sounds like a clear message to the “partners in contrast”. The 140228.11Z likely means (in my mind) the “Midi Endgame initialization” begins on 2-28-14 at 11 Zulu (or GMT). That is, if the “PPN” do not “cease and desist”.
This looks like what we all asked for. Let’s stay centered in the Light and see what happens.
