Not only does the United States have the world’s highest number of prisoners–it is also housing huge amounts of mentally ill people in jails and prisons. Experts say five persont of the nation’s population are mentally ill: 15 percent of the nation’s incarcerated prisoners are mentally ill.
That means our jails and prisons are housing mentally ill individuals at 300% times the national average. This threatens to return us to the bad old days of the 18h and 19th centuries, where commuinities housed derilicts, the insane and the poor in concrete hellholes.
