Ohio man sues sheriff’s dept for $20 million after deputy Tasers him twice in the eye (VIDEO)

A Hamilton County, Ohio, man who was Tasered twice in the eye during a traffic stop last year has filed a lawsuit against the Fayette County Sheriff’s Department for a total of $20 million.

Matthew David Kelly, 24, was asleep in the passenger seat when his friend, Justin Runck, was pulled over for drunk driving around 4 a.m. on May 25, 2013, Dispatch reports.

Trooper Bryan Cook tried to rouse Kelly, who “startled and flailed his arms over his head,” and that’s when Fayette County Deputy Clinton Sines opened the driver’s side door and Tasered Kelly twice in the eye. Nearly a year later, on April 2, Kelly filed a lawsuit asking for compensatory damages.

Now Kelly says he’s almost completely blind in that eye and in the lawsuit claims he suffers from PTSD, accuses Sines of excessive force and Cook of failing to intercede, and argues that Sines was not properly trained.
