The real question isn’t whether or not HAARP can be used to control or manipulate the weather.
The real question is, who gave the U.S. government the authority to “inject energy into the ionosphere to be able to actually control it” in the first place?

Nokia has been operating a HAARP antenna array for nearly a decade. China has had its own HAARP for nearly as long as the U.S. These are not the only ones. By all rights an advanced, intelligent society should be able to control their own weather. The problem is when nation states are liable to use that control to create disasters in other countries as Acts of War.
There are far more advanced technologies at play when it comes to the control of mankind than Haarp.
