Investigators believe Nelson was shot by a homeowner during a burglary attempt at a house on Pine View Road, Edwards said. After they presented the case to the Jefferson County District Attorney's office, the district attorney ruled that no charges will be filed against the homeowner and the shooting was justifiable.
