وقدمت الوزارة اربعة مسودات الى مجلس الوزراء منذ 2014/11/26 ونفذت توجيهات مجلس الوزراء لترشيد الانفاق وتخفيض العجز والبحث عن مصادر واقعية لتمويل العجز . The ministry submitted four drafts to the Cabinet since 26.11.2014 and implemented the directives Cabinet to rationalize spending and reduce the deficit and the search for realistic sources to finance the deficit.
ويبلغ اجمالي الايرادات 99,8 ترليون دينار من الايرادات النفطية (84,2) ترليون دينار وغير النفطية (15,6) ترليون . The total revenue of 99.8 trillion dinars from oil revenues (84.2) trillion dinars and non-oil (15.6) trillion.
وتم حساب اجمالي النفقات على اساس 125,2 ترليون منها النفقات الجارية (80) ترليون والنفقات الاستثمارية (45,2) ترليون وعليها يصبح العجز المخطط 25,4 . Total expenditures were calculated on the basis of which 125.2 trillion current expenditure (80) trillion and investment expenses (45.2) trillion and the planned deficit becomes 25.4.
وتم تغطية العجز هذا من خلال سلسلة من الاجراءات التي تضمنت الادخار الوطني لموظفي الدولة ومن الارصدة المدورة وحقوق السحب الخاص من صندوق النقد الدولي واصدار سندات خارجية واصدار سندات الدين العام عن طريق الاحتياطي القانوني للمصارف وقروض و حولات خزينة من المصرف العراقي للتجارة واصدار حولات خزينة من المصارف الحكومية . It was this deficit through a series of measures which included the national savings for state employees and assets retained and the Special Drawing Rights of the International Monetary Fund and the issuance of foreign bonds and the issuance of public debt bonds by the legal reserve banks and loans and couriers treasury of the Trade Bank of Iraq and the issuance of couriers treasury of banks cover government.
وتم احتساب سعر برميل النفط بــ 60 دولار لكل برميل وبطاقة تصديرية تبلغ 3,3 مليون برميل يوميا . Were calculated price of a barrel of oil at $ 60 per barrel and an export Card 3.3 million barrels per day.
واشتملت مسودة الموازنة على عدد من الاجراءات لزيادة الايرادات الغير نفطية من الرسوم والجبايات والضرائب على المبيعات لعدد من السلع .
