Why is this Philadelphia cop so addled by a neighbor’s recording of his activities? Even the man being stopped is made nervous when a woman starts recording the interaction with her cell phone.

As the woman recording it points out, as she asks why her neighbor is frisked and placed in handcuffs – the officer never calls for backup. What is the big crime the “suspect” has committted that requires no urgency or help? So then, what happens to the stop-and-frisk man who gets to go for a ride?

The cops is visibly upset his actions can’t go unencumbered…

It’s a scenario that might not happen blatantly in your town or neighborhood but it goes a little something like this…

Attempted stop-and-frisk (with bonus profiling). People watching? Camera’s rolling? Driven somewhere, view blocked or taken in private. Frisked and hopefully it stops there. Money and/or other goods found? Confiscated. A hat tip with a “I’m going to let you off with a warning…” Or, perhaps the person sits in jail if a suitable charge is found. End scene.

The implication is that the man will be dropped off around the corner in a little while, possibly with lighter pockets.

This is being posted to bring awareness of stop-and-steal. Aside from that, there are bigger ways law enforcement use to rob such as Civil Asset Forfeiture – there are even seminars that teach cops to “dream big.” 

The woman recording the video is helping to highlight the problem in her neighborhood and narrates that information along the way, but it’s a good idea never to engage or speak with officers if at all possible. Above all, never lie or even try to pass off a “technically true” statement. They are legally allowed to lie to you, but it doesn’t work the other way around.
