I think the lines that those structures were built was the equator of the last civilization. A gigantic meteor struck the Earth and made the earth tilted 30 degree. During this calamity, the ancient civilization collapsed and all the knowledge and the high technology got lost as the main centers of the civilization were destroyed. And the humanity had to restart all over again. The earth electricity line theory sounds like a crackpot. My two cents.
