Illinois streamlines FOID, carry permit process

The Illinois State Police announced plans to streamline the process for residents to obtain a gun permit.

This week the agency will no longer be accepting paper applications for the Firearm Owner Identification card, which a resident must obtain before buying a gun or ammo.

Starting March 16, FOID card applications will only be accepted through the agency’s website or by a paper alternative call center. Residents under the age of 21 and Amish applicants will be required to complete the call-in paper application.

ISP also made changes to the login for both the concealed carry license and FOID applications. Applicants will no longer be required to obtain an Illinois digital ID through the Dept. of Central Management Services. New applicants and returning CCL applicants will be required to register with the ISP online system.

The agency says technicians will be implementing the system March 13 at 5 p.m. until March 16 at 7 a.m., so it will be down over the weekend.

Federal Firearm Licensed dealers in Illinois will be required to register with ISP and in return those FFLs will have access to a web-based portal in order to conduct background checks before gun sales. The old system ends March 15 at 4 p.m. and the new one begins March 16 at 8:30 a.m.

The cost for transactions performed through the web-portal during the first 30 days will be waived. When the 30 days is up, transaction costs will be $2.
