NC: Criminals Shoot Criminals

The most common murder is of a person with a long criminal and violent history, by another person with a  long criminal and violent history.  They usually occur in geographically small areas know for crime and violence, where people have no faith in the police.  David Kennedy has done enormous work in showing that this is so, as has John Lott

However, what most people don’t understand is that this “acquaintance murder” number also includes gang members killing other gang members, drug buyers killing drug pushers, cabdrivers killed by customers they picked up for the first time, prostitutes and their clients, and so on. “Acquaintance” covers a wide range of relationships. The vast majority of murders are not committed by previously law-abiding citizens. Ninety percent of adult murderers have had criminal records as adults.

This news report from North Carolina shows a case where criminals were shot by someone with a criminal record.  From wral.com:

Fayetteville, N.C. — The Fayetteville homeowner who shot two men breaking into his residence was himself charged with gun possession Saturday, authorities said.

Both suspects were charged with common law robbery, breaking and entering and felonious conspiracy. Hawk and Douglas were also on active GPS monitoring through NC probation patrol, investigators said.
Williams was charged with possession firearm by a convicted felon. 

I would think that “active GPS monitoring” would make it difficult to go places that you are not allowed to go; however,  a retired law enforcement officer told me that “active GPS monitoring” might mean that someone looks at the GPS location once per day.   I am sure that it varies from jurisdiction  to jurisdiction.  As technology improves, it is likely that the monitoring of people with criminal records will improve as well.
