(INTELLIHUB) — In an unprecedented move, California Gov. Jerry Brown has issued a historic statewide water restriction plan after new measurements showed the lowest snowpack in state history.

Standing in an area of the Sierra Nevada that is usually covered with snow, the Governor announced that his new executive order will save water, streamline drought response, prevent wasteful use, and invest in new technologies.

“Today we are standing on dry grass where there should be five feet of snow. This historic drought demands unprecedented action,” said Governor Brown. “Therefore, I’m issuing an executive order mandating substantial water reductions across our state. As Californians, we must pull together and save water in every way possible.”

Interestingly, the new executive order essentially ignores the agriculture industry despite the fact that the industry is sucking the state dry.

Meteorologist Eric Holthaus, writing in Slate, highlighted this absurdity:

Though California’s agriculture industry is also feeling the drought’s pinch—hundreds of thousands of acres of farmland have gone unsown, and thousands of jobs have been lost in the last year—the industry is still mostly getting its way. This year almond farming is using more water than everabout 11 percent of the statewide supply devoted to agriculture—while lobbying to weaken groundwater legislation.

Once devoid of water, depleted aquifers frequently collapse, resulting in sinking ground levels and a permanent reduction in water storage capacity. New laws aimed to stop the overexploitation of groundwater won’t be enforced until 2040

Other elements of the plan are as follows:

–Replace up to 50 million square feet of lawn throughout the state with drought tolerant landscaping

–Require cemeteries and golf courses to reduce water usage

–Require new homes have a water efficient drip irrigation if potable water use for landscaping is planned

–Ban the watering of ornamental grass on public streets

–Create a statewide program to replace old appliances with more water efficient ones

–Force the agricultural industry to report water usage information to the state (which the industry has so far largely ignored)

This latest series of water restrictions will surely increase calls for more action in regards to climate change, which could then see even more rights restricted by the government in their bid to save us from ourselves.
