The death penalty verdict in the trial of the Boston Marathon bomber Dzhokhar Tsarnaev has been presented as a rational outcome of the facts, yet other terrorists whose acts were far more destructive, like the 9/11 conspirator Zacarias Moussaoui, have been shown mercy.
