WASHINGTON (AP) — The Obama administration has been quietly advising local police not to disclose details about surveillance technology they are using to sweep up basic cellphone data from entire neighborhoods, The Associated Press has learned.

Citing security reasons, the U.S. has intervened in routine state public records cases and criminal trials regarding use of the technology. This has resulted in police departments withholding materials or heavily censoring documents in rare instances when they disclose any about the purchase and use of such powerful surveillance equipment.

Federal involvement in local open records proceedings is unusual. It comes at a time when President Barack Obama has said he welcomes a debate on government surveillance and called for more transparency about spying in the wake of disclosures about classified federal surveillance programs.

One well-known type of this surveillance equipment is known as a Stingray, an innovative way for law enforcement to track cellphones used by suspects and gather evidence. The equipment tricks cellphones into identifying their owners’ account information and transmitting data to police as if it were a phone company’s tower. That allows police to obtain cellphone information without having to ask for help from service providers, such as Verizon or AT&T, and can locate a phone without the user even making a call or sending a text message.

But without more details about how the technology works and under what circumstances it’s used, it’s unclear whether the technology might violate a person’s constitutional rights or whether it’s a good investment of taxpayer dollars.

  • Started 1+ years ago by me… What your local cops do is they have a random telephone number number generator, and they send the signal over the airwaves until it pings on a number, and it sends back THE ADDRESS that phone number is at. They do this on a rotation basis, 24/7 so they ARE track you. Occassionally if you are with your phone and it pings at the right time, you’ll see your address where your phone light comes on like in a text message form. Your address will stay up on your phone for just a few seconds, with the light coming on on your phone, and then vanish. When I caught it, it did not show up on your phone as either a incoming call nor a text message, so it does come on, but somehow erasures all traces of it. My old phone was dialed into the same frequency over my Time Warner Cable, and it my speakers were left on and I’d hear the incoming signal about 5 seconds before it would connect to my phone. You could hear the 10 beeps which were the numbers. Once I noticed it, it would come in every 30-60 minutes, as it wound around their numbers. But somehow they are infact pinging your phone 24/7, and if you catch it just right, you just might be luck to see your unlisted address you are at.

My phone # is from another state. Also, I 100% of the time pull the battery AND SIM CARD! If you only remove your battery, note that their is a internal battery inside the phone that is like 1/3 the power supply as in the battery, so they can trace you without the battery in. Removing the SIM card and battery is the only way to stop them from knowing your location. Works great when I drive miles away from home and hook it up to get my messages and make calls. Never do it at your home address..

    • Oh, if you carry around a wireless laptop, ensure you have it protected from sending/recieving signals when you aren’t using it. Place like tin foil all around the inside liner of your carrying case so they can ping on it 24/7; just like your phone. It is a great idea to also put all around in tin foil in your purse or wallet , credit cards, etc liner (all around so no seepage of airwaves). Any wireless transmitter should be encircled in tin foil for on signal…
