“After a full review of the facts and circumstances surrounding the shooting death of Joshua Simpson…the District Attorney’s office, in conjunction with the Wilmington Police Department, has determined that the shooting was justified by self-defense,” David said. “All of this information supports our joint decision that no charges will be filed in this case.”
