The pair met when Kirchner visited Russian capital Moscow in April after an invite from Vladimir Putin to mark 130 years of diplomatic relations between the two countries.
Anthony Romero, executive director of the American Civil Liberties Union, told respected daily Buenos Aires Herald: “Snowden met with President Fernandez de Kirchner.
“They talked for about an hour. I don’t know why she has not made public comments about it.”
The meeting took place shortly after former CIA worker Mr Snowden claimed British agents spied on Argentina until 2011 over fears it would try to reclaim the Falkland Islands.
