An unarmed man was shot in the head and very seriously wounded by Los Angeles law enforcement officers on Friday night, after he seemed to be flagging them down for help.
A passerby documented graphic video of the event from a car, and then posted it on Twitter. The video revealed officers turning over the man, who seemed to be unconscious and lying on his face, and handcuffing his hands behind his back as his head bled a lot.
The Los Angeles police department stated the man, who was not immediately named, had a towel wrapped around his hand and the 2 officers thought he was concealing a weapon.
The man supposedly waved over the police officers in their patrol car in the quiet Los Feliz area of LA, north-east of Hollywood, at about 6.30pm. The officers got out of their vehicle and one requested the man to “drop the gun”, LAPD lieutenant John Jenal explained to local television news on Friday night.
Jenal stated the man “extended his arm towards the officers”. The man did not act in response to the police order and he was shot, Jenal stated.
As outlined by the LA Times, officers later found the man was not carrying a weapon.
The man, who is thought to be Hispanic and in his forties, was taken to hospital. On Saturday afternoon, his situation was identified as grave.
Witnesses stated they heard 3 or 4 shots ring out during the conflict.
The LAPD stated on Saturday it was SOP (standard operating procedure) to handcuff any suspect.
Bordering streets, which include a major local thoroughfare, were closed off until 2am on Saturday, triggering gridlock in the area.
