Jews in Israel are not the descendants of the Biblical nation of Israel. When the Bible talks of Israel, it refers to his people, not a piece of land named as a country, Israel. As for the land being divided, it was divided in 1948. Note, God does not say that they divided the State of Israel.
Just because the Jewish people took over Palestine and named themselves Israel does not automatically make them the descendants of Noah’s son Shem. duhh.

God is simply saying that he will gather the nations against his land ( Jerusalem ) and plead with them for his people Israel who were scattered abroad among other nations, and the nations also responsible for parting his land.
