The ir s is a Porto Rico Trust and is no more federal than the fed reserve is. Formed at the same time under a different name moved to Porto Rico and formed a trust and changed their name what it is today. Total fraud against the american people. All govs these days are corporations and are not sovereign anymore. They have to comply with the law of contracts in pseudo courts under maritime law.
