My “sense” about this first line is that the Higher Cosmic incoming energies (Light) are meeting the lower vibrations at the “estuaries“, which may be bringing an attempt at a “tighter grip” by the old (control) energies. Something like that.
Btw, here is a definition of “actuary”.
