Hadrian’s wall was created during an older era of xenophobia much like today in Europe but directed at the Scots (rather than Syrian or North African refugees from western sponsored proxy wars) who would not accept domination from Rome.

With watch towers only a short distance from gateways in the limes, patrolling legionaries could have kept track of entering and exiting natives and Roman citizens alike, charging customs dues and checking for smuggling.
