I am not sure that going to ANY city is the best choice for a retreat from WWIII or any war for that matter. All running to the cities does is put everyone all in one location.
Think about it: Japan (for example) It is a small Country (Island) and one or two good nukes could wipe out the whole country. Okay maybe something more but along with nukes comes other artillery.
Secondly, a 12.3 Earthquake is in the predictions for the West Coast USA, if a terrorist wanted to, they could hit a patch of unstable land with a nuke to set off this Earthquake and then the entire Island/Country of Japan is…..gone! (Tsunami)
Honestly, when it comes to safest places to run to, I would recommend staying as far away from the cities as possible. Find a patch of land that is secluded and out in the middle of no where. Go Nomad style.
