The War Powers of the Constitution Article I, Section 8, Clause 11 of the United States Constitution, sometimes referred to as the War Powers Clause, vests in the Congress the power to declare war,: The Congress shall have Power… To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water.
So while the East Coast was buried under record snowfall. Obama’s faux Republican minions Lindsay Graham and scuttled another dangerous fast tracked bill into the halls of the most hated congress in U.S. History. The Foreign Relations Committee chair, Senator was bypassed by McConnell’s fast track.
