Did the LA Times pay Twitter for this placement, or was it Twitter’s staff hand selecting what to spotlight?

Jubilant, UKIP leader Nigel Farage declared the vote marks UK “independence day.”
He also declared that Prime Minister Cameron has lost the trust of the British people. Speaking to the press, Farage delivered Cameron a message: “go now.”
