After some strange shenanigans getting the complaint submitted, I received the response below from Sarah Clayton, whom I had been in contact with.
Dan,
Thank you for your complaint.
The investigation into your complaint revealed that concerned citizens contacted law enforcement about your actions at the Government Center. All of this occurred on March 22, 2016 , when 32 people lost their lives as a result of a terrorist attack in Belgium. And, the officer also believed it happened within a week or so of a bomb threat involving the Government Center. With these facts in mind, law enforcement responded to the citizen’s concerns about your behavior to ensure the safety of the citizens of Rochester and its facilities. Once law enforcement determined your actions did not pose any threat to the citizens of Rochester, they discontinued their contact with you.
Under the totality of the facts and circumstances of this event and based upon existing law, your complaint has been found to be unsubstantiated with no need for officer discipline.

The Rochester PD justified the encroachment of my rights with a terrorist attack in another country and a “bomb threat.” This is ridiculous. Even officer Swanson openly admits to assaulting me in the police report while saying I had committed no crime. I have attached a copy of the police report to the video comments.
I definitely plan on going back and taking a very different approach.
