Scout asteroid detection

I come across an article about NASA’s New Asteroid Alert System “Scout”. The News it was featured on NPR news, Yahoo news, USA today.Fox news and many more. Scout is mainly dealing with smallish, very nearby objects, they said that this new system it gives 5 whole days of warning, previous system it was more like few hours warning! In the article they mention also the Chelyabinsk meteor, that it was traveling with about 40 000 to 42 000 miles per hour and it was without any advance notice at all! My question is with two points of interest: Is NASA capable to do that, because in the last weeks people observe a lot of small meteors all around the world (Siberia, Japan, USA northeast, Italy), and not a word from NASA?  After a quick calculation let’s assume that the speed of a meteor is 40 000 miles/h in 24 hour equals 960 000 miles traveled in a day, by 5 days = 4 800 000, about 5 million miles! We have stated that the Moons of Nibiru will not be able to collide with the Earth, which we calculate to stay 14 million miles from Nibiru during the passage. The Moons of Nibiru hug close, being no further than 5 million miles from Nibiru. But debris in the tail is another matter. The tail is charged, and thus whips about, reacting as a feather caught in static electricity might react. Attracted here, rebuffed there, and lightning transferring a charge now and then. Unpredictable. A large rock in this environment could not be tracked. 

Then there is the matter of how the Scout program intends to track large debris. Presumably keeping track of these traveling rocks is assisted by Earth based observatories, satellites, and probes up in space. The view all of these sources will have as the vast debris ridden tail of Nibiru comes close, lashing the Earth in the Last Weeks, will be impossible. Satellites and nearby probes will be pummeled from the sky. Earth based observatories will have dense swirling clouds above them. We recommend lying in a shallow trench during the passage, or huddling near a cliff.
