Let’s assume that there is no New World Order working for its own interests, that Bush and Cheney never had hidden plans, and are not corrupt politicians of the worst kind. That they are not into false flag events to justify wars and other fascist tactics to take over the world. That there was no corporate conflict of interests anywhere justifying irrational decisions. What then, and why?

There is no New World Order, it is an old world order serving old money or rather the institutions hiding it.
Bush and Cheney had hidden plans or there would be no secrecy rule on Government records.
Politicians are corrupt, the party system requires corruption to function, no kickbacks = no funding. Try starting a political party without any.
False flag events are de facto normal practice, there is no justification police or rule of law over lawmakers and enforcers, the press are not independent.
Corporations exist to create profits and are completely amoral, if let loose they will steal lie and cut every cost to make a profit, which is why they need to be constrained by laws. Now having your country become a corporation explains why America is now absolutely amoral.
