Given the millions of dogs who live and die in shelters breeding should be strongly curtailed and very carefully monitored. About twenty-five percent of dogs who enter shelters are purebred and the AKC offers no help in combatting irresponsible breeders or puppy mills. Humane societies should very strongly urge that people adopt dogs from shelters whenever possible.
