In Feb 2016 The Guardian reported; Hollande had restyled himself as a war chief cracking down on security issues and uniting the nation after the Paris attacks. But his plans for constitutional change have turned into an awkward muddle.
Even the French minister of the economy, Emmanuel Macron, has waded into the debate, saying the problem of terrorism cannot be dealt with by simply stripping a person’s nationality, and warning that “too much importance” had been given to this longrunning debate.
As of March 2016 the situation had changed the initial effort by Hollande to change the constitution were gutted and derailed by divine intervention and the famous ire of the French public.
France is currently under an official State of Emergency which are due to expire later this month. The BBC reports; Constitutional changes in France need the approval of three-fifths of the combined houses of parliament and both need to agree on the exact terms of the changes.
Frederic Dabi from pollster Ifop warned the move would “revive the perception of a president who is not determined, who lacks authority, whose hand is shaking”.
France has been under a state of emergency since 14 November. It is currently due to expire on 26 May.
French President Francois Hollande has dropped plans to change the constitution to strip militants convicted of terror attacks of their French nationality.
“A compromise appears out of reach,” Mr Hollande said after the two houses of parliament failed to agree the reforms.
Aside from a plan to strip dual-nationality citizens of their French nationality if convicted of terrorist offences, Mr Hollande also wanted emergency powers to be given a new status under the constitution. This has also been abandoned.
