“But DHS spokeswoman Gillian Christensen said the memo, dated Jan. 25, was an early draft document that was not seriously considered.”

I can think of countless ways this could be abused, hypothetically. (Yes, I get it.) But, don’t see anything extra-ordinary, about enforcing normative behavior.
In my experience (far too much of it) these colonizers will usually have guilty consciousness. They do act like imperious sonderkommandos or vagabonds, forever looking over their shoulders. No happy medium, with a different complexion. In a perfect world, it shouldn’t matter. In the real world, Murphy’s Law. Sorry, not sorry.
