Why did Janet Napolitano leave DHS for the University of California?

Is Janet heading for a soft landing in academia after an arduous career in law enforcement? Is she heading off to settle in sunny California and looking forward to retirement and grandchildren?
Probably not.
The many conspiracy theories about the US government’s planning for catastrophic futures are going to have to go through some deep soul searching and reality check– or else figure what the next big job is for the former head of the biggest non-military defense force in the world.Is she really going to walk away from the high stress life of assuring domestic security for the most warmongering nation in the world?
I have an idea of what this is really all about.
It’s the University of California dummy
The technological and intellectual infrastructure of California–the 6th largest economy of the world– is the University of California system. The University of California has the elite of the intelligencia, scientists in virtually every discipline, specialists in medicine, public health and epidemiology—and the biggest and oldest nuclear weapons research facilities in the world.
For 70 years the University of California has been the main civilian infrastructure involved in the US government’s nuclear weapons development, combining the diverse specialties necessary for innovative research and development. The UC system invented nuclear weapons.
The UC system is a literal alphabet soup of the specialties of humanity’s arts and sciences from astrobiology to zoology and anthropology to techtonics, urbanism and war studies. And the source of the multidisciplinary specialties that have been developing the future generation of nuclear-based energies, weapons and defenses. UC is a network that spans the state with its own police forces, medical centers and metropolitan areas with the best of the best working for more than 70 years on the potentials of nuclear energy, power and weaponry.

It’s the Nuclear Weapons Dummy!
The gemstone of the UC system is the nuclear research and weapons developments programs. Co-owners of the original nuclear weapons development centers of the US government at Los Alamos National Laboratories in New Mexico, the UC system has collected the world’s best scientists to further the US government scientific exploration of the potentials of nuclear energy and their weaponization.
In 1942, a team of scientists, engineers, and technicians led by UC Berkeley physics professor J. Robert Oppenheimer gathered in Los Alamos to begin the Manhattan Project, the secret mission to develop the atomic bomb that would help end World War II.
In 1943 UC gave the federal government its world-renown nuclear research facility, the Lawrence Berkeley National Laboratory and agreed to manage it and the Los Alamos laboratory for the federal government. Located 35 miles northwest of Santa Fe, New Mexico, the Los Alamos lab has since become a major research complex, including extraordinarily powerful supercomputers, more than 50 cross-disciplinary facilities and had a leading role in the development of the human genome map.
After 60 years, the University of California was awarded a contract to manage the Los Alamos National Laboratory as part of a new limited liability corporation - Los Alamos National Security LLC (LANS) - which includes Bechtel, The Babcock & Wilcox Company and URS Energy & Construction, Inc.
But make no mistake: the UC system is the parent owner of Los Alamos National Security (LANS) and Lawrence Livermore National Security (LLNS). LLNS is a team of five world-class organizations whose primary objective is to deliver the National Nuclear Security Administration mission for Lawrence Livermore National Laboratory. This team includes Bechtel National, University of California, Babcock and Wilcox, the Washington Division of URS Corporation, and Battelle.
Forget what the DHS (and NSA!) have in weapon power, these people have been developing the next generations of nuclear weapons for well—generations—70 years+.
Still best known for its contributions to national security the Los Alamos laboratory has recently been developing bio-detectors and other detectors to keep terrorists from smuggling nuclear, biological or chemical weapons and creating new products and technologies in many other completely different fields
In addition to the Los Alamos site there are the Lawrence Livermore and Lawrence Berkeley National Laboratories.

The UC system’s biggest partnership is with the Babcock & Wilcox Company, which has a primary focus in the development, licensing and deployment of small modular reactors. Babcock & Wilcox Power, Inc. is leading the nuclear industry in the development, licensing and deployment of small modular reactors. And the design, license and construction of the next generation of nuclear power plants based on B&W Power reactor technology. Babcock & Wilcox Nuclear Energy, Inc. manufactures nuclear components that meet the rigorous standards of the nuclear power industry and also provides engineering, design, construction, inspection and repair services for commercial nuclear customers. Babcock & Wilcox Nuclear Operations Group, Inc. manufactures naval nuclear reactors for the U.S. Department of Energy/National Nuclear Security Administration’s Naval Nuclear Propulsion Program, which in turn supplies them to the U.S. Navy for use in submarines and aircraft carriers.

So if you think that TEOTWAWKI is on the horizon and that 95% of humanity will soon be history, who do you want to plan to take with you to reconstruct the next phase of humanity on the planet? Well the brightest and the best, and especially if their part of the planet is about to be TEOTWAWKI.
As their website tells us: California’s economy is now the sixth largest in the world, and is driven by knowledge-intensive industry “clusters” such as biotech, telecommunications and information technology. These clusters form a key link between UC research, UC-trained workers, individual companies and the future of California’s economy. Today, the groundwork for California’s future economic growth is being laid at UC campuses by new research discoveries and the next generation of scientists, engineers and business leaders. The economic and social benefits derived from UC innovations and knowledge are greatest when that research can be quickly used by industry and put into practical applications.
The students, faculty, staff and alumni of the University of California are involved in a wide array of programs that benefit the community — from health care and affordable housing to school improvements and arts programs. Well TEOTWAWKI would really want their expertise to reset the civilization button.
Beyond its research and teaching activities, UC campuses fulfill many of the same essential public infrastructure needs that your city, town or company provides — housing, parking and transportation, health care and child care, public safety, technology networks, job opportunities and benefits, recreation, public information.
I would like to believe that we all have a rosy future and increasing well-being and that rather than continuing to build the toughest domestic security program in the world Janet is deciding it wasn’t necessary and instead opting for a cushy university job in California where a LBT lifestyle can be more open.
But I don’t think so.
So if Janet starts a big push to move research facilities inland, form partnerships with institutions in less fragile ecozones, activate relationships between the UC systems and the infrastructure of local communities for emergency preparedness, and activities designed to control the behavior and movement of the quarter million students on the campuses, us paranoid observers will stay on alert and also see what she does in control of the facilities developing the most advanced nuclear and energy systems in the world. If TEOTWAWKI happens their expertise will be needed to mop up the destroyed nuclear power plants and dysfunctional nuclear warheads that will dot the landscape of America.
I want to know who brokered the deal and how to break it. Why is there no outrage by Californians?
