Prime Minister David Cameron faces becoming the summit scapegoat as EU countries use his push to freeze spending and protect Britain’s rebate to block the deal for their own domestic reasons.

Some more data out of Europe. Eurozone consumer confidence has continued to decline in November, falling to -26.9, from -24.3 in October, according to the first estimate from the European Commission.
Consumer spending accounts for more than half of 17-nation bloc economic output, but with the effects of the debt crisis cutting disposable income, households have been in no position to contribute much to economic recovery.
In the wider 27-member European Union, consumer sentiment improved a fraction, to -23.7, compared to -24.3 last month.
