Is Government Preparing for a Major National Crisis?

Several have reported UN vehicles being transported State to State and military vehicle activity has recently been reported in Texas, Mississippi, Arizona, California, Virginia, and Florida. They are being justified by claiming the U.S. manufactures them in places as Pennsylvania, which they are now in production.
Could the government actually be preparing for a major national disaster? We have been reporting several months now of hints of a global economic meltdown. The recent Brexit vote and moves by Elite such as George Soros have hinted to possible shifts that could devastate the economy worldwide.
FEMA has been alerted in meetings with the President to prepare for coming emergencies. Several government agencies have been stockpiling weapons and ammunition. And local police departments have been given military vehicles in the event of a localized breakout of civil unrest.
Other reports indicate a food shortage. Cargo ship transport has been limited due to loss of profit, and that is measured by the Baltic Dry index. The US national security industry is planning for the impact of an unprecedented global food crisis lasting as long as a decade, according to reports by a government contractor. This can start around 2020. Reuters has already reported that the global demand for food has already been surging. We may soon see doubling food prices.
In addition, NPR has revealed details about the Strategic National Stockpile program that is storing billions of dollars worth of medical supplies in at least six warehouses around the nation. This includes “millions of doses of vaccines“ according to a report.
If an EMP (Electronic Magnetic spike) occurs, either by the atmospheric conditions or foreign attack, the function of electronic equipment would fail. Many citizens would not be prepared and will panic. Municipal water may not run.
They can justify these situations as much as they want. But they would not spend all this money and effort to prepare unnecessarily. All indications point to preparation for some imminent major crises.
