A public health emergency has been called by the governor of Indiana after a staggering 79 new cases of HIV were diagnosed in just the past few weeks. Normally the health department would expect to see on average just five annually. All 75 cases have come from the poor area of Scott County; shared needles are thought to be the cause of this epidemic. Scott County is just north of Louisville, Kentucky
