On the occasion of 10th anniversary of the attack on the Parliament, our government had today said that the mercy petition of Afzal Guru, who was sentenced to death for the terror strike, is in the hands of the President, so it is the Upper house of the Parliament (Rashtrapati Bhavan) that has to take a call on the mercy petition.
Union Home Secretary Mr. R.K. Singh told the reporters at New Delhi that, “The matter is with the President and it is for the President to decide,”.
Afzal Guru’s case was submitted to the President’s Secretariat for a decision on 27th July, 2011 by the Home Ministry, with the recommendation that the mercy petition should be rejected.
Afzal Guru’s execution was pending following the clemency petition which was filed by his wife.Earlier, the government of Delhi too recommended the execution of Guru in its recommendation to the Home Ministry, this is an issue which had been hanging in the fire for years and has been a subject matter of vivid political controversy.
The Constitution doesn’t give any time limit for the President to decide anything on the clemency petition.
