Troops in hazmat suits were seen Sunday rehearsing a dirty bomb attack outside the Brazilian National Stadium.  Dozens of suspected ISIS adherents were rounded up in Brazil in recent weeks, but counterterrorism experts in the West fear that the authorities have not been thorough enough to ward off the terror threat to the games.
