On 12/17/2015, Tepco admitted that they observed black smoke rising up from Reactor 3 building from 21st to 23rd of March 2011. This is mentioned in one of their reports titled “unidentified accident analysis”. (cf, Tepco reported radiation level of Reactor 2 suddenly dropped just after Reactor 4 blasted during 311 [URL 3])

According to Tepco, around 16:00 of 3/21/2011, black smoke was observed at South East part of Reactor 3 building. This time, the radiation level increased by 1,400 μSv/h at the main entrance of Fukushima plant. About the same time of 3/23/2011, the black smoke was observed again.

Regarding this smoke, Tepco comments they assume oil of a plant equipment caught fire. However they also state there were least combustible material in the plant, which contradicts the former comment of themselves.

The detailed analysis of the black smoke is not reported.
