Jerry Kimball said he thought it was a joke when a Sioux Falls, South Dakota, animal control officer cited him for allowing his pet snake to slither freely at a local park. “He was literally asking me to put a rope around my snake,” Kimball said. Animal Control Supervisor Julie DeJong said a city ordinance requires all pets to be leashed or restrained in public.
