President Donald J. Trump has made no bones about his plans to eject most of the 11 million undocumented aliens from the country. This would have been an empty promise once upon a time. But today, thanks to a powerful new surveillance tool called Investigative Case Management that President Obama left at his disposal, Trump might well be able to make good on his threat, notes Cato Institute Policy Analyst Matt Feeney.

However, the kind of Big Brother scrutiny that this tool would make possible should scare even supporters of Trump’s harsh anti-immigration policies. That’s because the same tool that Trump might wield against immigrants could be turned against any U.S. citizen by future administrations.
