Top Chinese Communist Party members have gone for talks at a retreat in Beidaihe. The Beidaihe District is on the coast of the Bohai Sea in Northern China. These talks are important because Beidaihe is where a lot of key leadership decisions will get made–decisions that will impact the upcoming 18th Party Congress. Official confirmation of the informal talks came as state-run Xinhua news agency reported that leader-in-waiting Xi Jinping was in the area. Xi is expected to replace Hu Jintao in China's top Party and government positions. Though Xi's ascension to those positions is expected to be secure, other positions are filled with question marks. The CCP's factional infighting, brought to light by the scandal surrounding the disgraced official Bo Xilai, has left seats in the Politburo Standing Committee uncertain. The committee is currently a nine-member group that runs the Communist Party and, by extension, the Chinese government. Seven of those nine Standing Committee members are set to retire this year, and state-run media reported that top hopefuls Li Yuanchao, Liu Yandong, and Ling Jihua were in attendance at the Beidaihe meetings.
