(Baseera) on The prime minister’s performance
By Dr. Magued Osman

Two days before leaving office, 53% of Egyptians think Mahlab’s performance
is good. Mahlab is the most popular of all prime ministers since the 25
January 2011 Revolution

The Egyptian Center for Public Opinion Research (Baseera) conducted their
periodic public opinion poll about the approval rating of the prime
minister. The poll was conducted on 9 and 10 September 2015, two days before
the resignation of the prime minister.

The results of the poll, held two days before Mahlab left office indicates
that 53% of Egyptians believe that the prime minister’s performance is good,
which is the same approval rate of Mahlab first month after his appointment
as Egypt’s prime minister in March 2014. During his time in office, just
over 18 months, the public perception of Ibrahim Mahlab’s performance
fluctuated.

The least approval rate was 50%, which was 6 months after he took office,
and the highest was 70%, which was last June.

In the recent poll, only 3% of those polled said that Mahlab’s performance
was poor, 17% said that his performance was average, and 26% were undecided.

During his term in office, Egyptians with university education and above,
and also those aged 50 and above, were the most supportive of Mahlab. In the
recent poll, 61% of those with university education rated his performance as
good, and the same view was shared by 63% of those aged 50 and above.

Comparing Mahlab’s performance rating with that of his two predecessors,
Hazem al-Biblawi and Hesham Qandil, it transpires that Mahlab was the most
popular of the three. Qandil, who served for 11 months as prime minister
under former President Mohamed Morsi, had an approval rate of 34% in his
first month in office, sliding to 14% in his last month in office.

Al-Biblawi, who served for five months, received an approval rate of 37% in
his first month in office, slipping to 22% in his last month on the job.

Methodology:

The poll was conducted using both mobile phones and landlines on a sample of
1545 citizens aged 18 years old and above, and covering all governorates.
All phone interviews were conducted from 9 to 10 September, 2015. The
response rate was around 53%, and the margin of error in the results is less
than 3%.

The poll was self-funded by Baseera as a part of its social responsibility
activities.
