Discl0sur3 claims it was shot in Denton, Manchester UK on February,2013 -1:45pm The video shows a strange object floating/flying in the air. Lighting up at certain points almost looking like a handle of a lightsaber.
It has almost hauntingly eerie feel to it as it looks like its just floating not even moving. There have been claims that its a Solar Balloon. Which also tend to be cigar shaped as well.
