Location. Lisbon, Portugal
Date: February 1998 Time: 06:00 a.m.
The witness (who requested anonymity) had left his home early on his way to work (he lived in a complex by the coast). The area was very due to power restrictions current at the time. As he drove down the lane along the coast he looked towards the sea which was only a silhouette and noticed what appeared to be the shapes of four men on the beach walking around. Curio…us he stopped the car and backed up to get a closer look at the group. He could now see that the figures were very tall and slender and appeared to be all dressed alike in some type of fluorescent diver’s suit. Three of the individuals were standing while the fourth was kneeled down on the sand right on the shore. The witness thought the three men were busy “burying” something in the sand and walked back and forth between the shoreline and their location. The witness looked at the clock and it said 6:10 a.m. He thought of approaching the men but suddenly it was already 06:30 a.m. The men were now gone and he could not explain what happened during the missing 20 minutes. He then proceeded to work and picked up a friend on his way. He told his friend what he had seen and suggested that he contacted the local National Border Guard who had a post on a nearby hill. They claimed they had not seen anything and dismiss the whole affair as smugglers.
